ONR Unveils 2026 Science and Technology Strategy for Navy and Marine Corps

The Office of Naval Research (ONR) has unveiled a new Science and Technology (S&T) Strategy designed as a roadmap for how the organization will prioritize, develop, and transition technologies for the U.S. Navy and Marine Corps. Released amid intensifying strategic competition and rapid technological churn, the plan reframes ONR’s mission around the realities of an evolving battlespace and the urgent need to deliver usable advantages—not just impressive demonstrations.

ONR leadership says the strategy responds to an era in which innovation cycles are faster and defense technology spending is globally accelerating. At the same time, systemic barriers—such as slow transitions from prototype to fleet use—can prevent breakthroughs from reaching operators. Balancing immediate warfighting demands with long-horizon, paradigm-shifting research is therefore presented as one of the strategy’s central challenges.

In comments announcing the effort, Chief of Naval Research Dr. Rachel Riley emphasized a push toward transparency and measurable outcomes. ONR aims to clarify what problems it is solving, which technological bets it will fund across its portfolio, and how it will evaluate whether those bets produce real-world impact.

The strategy explicitly calls for disciplined decision-making under uncertainty. It frames the path forward as a transformation of ONR business processes to concentrate resources where naval relevance is highest and solutions are least likely to emerge from the commercial market alone. That focus is intended to reduce dispersion and sharpen the pipeline toward competitive capabilities.

Guiding this overhaul is an actionable approach summarized by the acronym “FEED at Speed.” Under “Focus,” ONR plans to invest in “Only ONR” challenges—highly transformational, naval-unique problems that require rigorous vetting and divestment from work that does not match the core principle.

“Explain” requires each program to articulate credible naval relevance, including a clear transition pathway tied to mission outcomes. “Engage” calls for tighter coordination across acquisition leadership, operational commanders, industry partners, and academia, with new mechanisms intended to break down silos and mitigate the notorious “Valley of Death” between prototypes and full-scale deployment.

“Deploy” shifts success metrics toward fielded capabilities and decisive competitive advantages, supported by faster movement of mature technologies from labs to Fleet and Force. Finally, “Speed” highlights the use of artificial intelligence to accelerate scientific discovery, compress research timelines, and improve validation and ethical oversight so that faster innovation remains trustworthy.

Overall, ONR positions the strategy as a renewed commitment to urgency, discipline, and measurable delivery—aiming to keep naval forces technologically ahead “today and for generations to come.”
