The United Nations University (UNU), through its Macau-based UNU Institute and in collaboration with Tsinghua University, has inaugurated a groundbreaking initiative known as the UNU Hub for Promoting Ethical and Responsible Artificial Intelligence Development. This hub, strategically hosted by Tsinghua University’s Institute for AI International Governance (I-AIIG), marks a pivotal advancement in the governance of artificial intelligence (AI) in Mainland China. It serves as one of the initial UNU Hubs established within the region, complementing the UNU Hub for AI-Finance based in Shanghai, and aligns with the United Nations University’s overarching mission to bridge the gap between academic research, policymaking, and practical implementation to address pressing global challenges.

The formal signing of the Establishment Agreement was carried out by Prof. Tshilidzi Marwala, who holds the dual roles of Rector at the United Nations University and Under-Secretary-General of the United Nations, alongside Prof. Bin Yang, the Vice Chancellor of the Tsinghua University Council. This collaborative agreement underscores the shared commitment of these leading institutions to foster development and governance of AI technologies that prioritize ethical considerations and social responsibility.

In his statement, Prof. Marwala emphasized the global imperative of aligning AI’s trajectory with fundamental human values. He highlighted the synergy created by UNU’s extensive international presence and Tsinghua’s pioneering work in AI governance research. This partnership strives not only to facilitate practical policy solutions but also to cultivate a new generation of global talent. The intended outcomes of the Hub include fortifying international cooperation frameworks, mitigating systemic risks associated with AI, and establishing credible, trusted governance structures that promote equity, sustainability, and human welfare.

Echoing this vision, Prof. Yang reflected on AI’s transformative potential across various sectors of society. He asserted that responsible harnessing of AI technology is contingent upon robust research and international collaboration. The fusion of Tsinghua University’s research capabilities with UNU’s global academic network presents a unique opportunity to build a global community deeply engaged with AI, one that advances shared human progress. This joint venture is positioned as a catalyst for amplifying AI’s positive social impact on an international scale.

Central to the new UNU Hub’s mission is an emphasis on deepening scientific inquiry into the ethical dilemmas posed by AI technologies. The Hub is tasked with developing governance frameworks that are inclusive — prioritizing diverse perspectives and equitable considerations — especially attentive to the needs of the Global South. This includes rigorous monitoring of AI-related risks, establishing mechanisms for ethical evaluation of AI systems, and delivering targeted capacity-building programs designed to empower policymakers and emerging leaders worldwide. All initiatives undertaken within the Hub are designed to align with and support the Sustainable Development Goals established by the United Nations.

The organizational leadership of the Hub comprises Prof. Liang Zheng, Vice Dean of I-AIIG, and Dr. Jaimee Stuart, Acting Head of Research at UNU Macau. These leaders bring expertise in AI governance and interdisciplinary research, ensuring that the Hub remains at the forefront of scientific and policy-oriented discussions about AI ethics and responsibility. Their stewardship will guide the Hub’s research agenda and stakeholder engagement activities.

Structurally, the Hub operates on three main pillars. The first pillar, Research, Development, and Innovation, is dedicated to conducting collaborative investigations into AI risk monitoring methods, ethical assessment protocols, and the creation of international governance frameworks. The findings resulting from these studies will be disseminated through co-publications, notably via the UNU-Springer Artificial Intelligence and Sustainable Development Book Series, which is regarded as a significant academic resource in AI ethics research.

The second pillar focuses on Education and Capacity-Building. The Hub aims to establish a dual master’s degree program that combines academic rigor with practical governance training. This program, supplemented by UNU internships, is designed to prepare a diverse cohort of students for careers within the UN system and other international intergovernmental organizations. By fostering such educational programs, the Hub seeks to nurture a global cadre of AI governance experts who are sensitive to ethical imperatives and capable of navigating complex policy environments.

The third pillar encompasses Outreach, Advocacy, and Impact. This facet of the Hub engages with the broader international community through multi-stakeholder dialogues, including participation in international forums and contributions to the UNU Global AI Network. Through these activities, the Hub intends to enhance knowledge exchange and foster a global consensus on ethical AI development, reinforcing norms that prioritize human rights and transparency.

Located on the prestigious campus of Tsinghua University, the Hub benefits from state-of-the-art research infrastructure and a supportive administrative environment conducive to innovative study and collaboration. This prime location enhances the Hub’s ability to serve as a dynamic locus for international dialogue and cooperation. It aims to influence the development of global policies and standards that reflect shared human values and ensure that AI is developed and deployed responsibly, with long-term societal benefits in mind.

This newest UNU Hub in Mainland China follows the establishment of the UNU Hub for Humanitarian Innovation and Technology at Lingnan University in Hong Kong, set to commence operations in 2025. Currently, the UNU has three hubs across China, with UNU Macau playing a pivotal coordinating role. Macau’s unique geopolitical and cultural position as an international platform within the Guangdong–Hong Kong–Macao Greater Bay Area is leveraged to foster extensive international research collaboration and dialogue. This includes nurturing young talent and enhancing capacity-building initiatives within the region, thus reinforcing Macau’s strategic role as a bridge connecting China to the wider global community.

The establishment of the UNU Hub for Promoting Ethical and Responsible Artificial Intelligence Development represents a forward-looking initiative aimed at shaping the global AI governance landscape. With increasing concerns about AI’s rapid advancement and potential societal impacts, this hub exemplifies how international cooperation and cross-disciplinary approaches can promote technological innovation that is both ethical and equitable. As AI continues to evolve, such institutions are critical for ensuring that governance frameworks remain adaptive and responsive to emerging challenges.

By prioritizing inclusivity, transparency, and international engagement, the UNU-Tsinghua collaboration sets a precedent for responsible AI development. The initiative’s emphasis on integrating academic research with policy development and practical application enables effective responses to AI-related risks while promoting sustainable development. It offers a blueprint for other regions and institutions seeking to reconcile technological progress with ethical imperatives.
